The Home Ministry has announced a special application window for employers seeking foreign worker employment quotas for the year 2025. This initiative aims to streamline the application process and ensure industry needs are met in an orderly manner.

Key Dates to Remember
- Application Window: January 19 – March 31, 2025
- Appointment Booking Starts: January 16, 2025
- Previous Deadline: Applications under the current phase are accepted until December 31.
Sectors Covered
The ministry confirmed that this special window covers all sectors and sub-sectors approved by the government as of October 1.
Most notably, this reopens opportunities for the Services Sector (under the Domestic Trade and Cost of Living Ministry), which had previously been closed due to quota constraints. This is a crucial opportunity for businesses in retail, F&B, and other service industries to address their manpower shortages.
Submission Guidelines
All applications received between Jan 19 and March 31 will be discussed with the relevant supervising ministries for consideration. Approvals remain subject to the existing eligibility criteria and conditions governing the employment of foreign workers.
Important: Direct Submission Required
The Home Ministry has reminded employers to submit applications directly through the Foreign Workers Management One-Stop Centre (OSC), without the use of agents or third parties.
To facilitate this process, employers must make appointments in advance via the ministry’s official website starting January 16.
